Capabilities API
The Capabilities API provides information about features supported by this generic REST API.
GET /capabilities returns 200 - OK and a JSON object with the following properties:

inlineFetchPlans: iftrue, then arbitrary fetch plans are enabled. Otherwise, a client can pass only named fetch plans.
