Declares the service that turns the prompt of a DataSetType.LLM data set into a query and checks it.

It is provided on top of the AI Tools add-on, so it exists only when the add-on provides its data-load subsystem — the add-on is an optional dependency of Reports, and its data-load part can also be switched off by a property. Only the report designer needs it: a report run executes the stored query itself, so the loader is an ordinary Reports bean and a report runs whether this service is there or not.

afterName keeps this starter free of a dependency on the AI Tools starter while still letting the add-on's beans be defined before ConditionalOnBean is evaluated.
