Checks that the JPQL named parameters and the declared parameters match — flagging both parameters used in the query but missing from the declaration, and declared parameters that the query never uses.

Also rejects a declared parameter whose value the application supplies (current_user_*, session_*, current_locale): row-level policies refer to those, and a declared value would take the place of the application's.
